Currently, there is a U.S. ordinance that states it is illegal for residents to keep five or more without a legal permit. In fall of 2019, Showing Animals Respect and Kindness (SHARK) gave evidence in California where the Civil Grand Jury of Monterey County had proof of numerous illegal rooster keeping operations. This is proof that the ordinance has not been enforced and has allowed cockfighting.
